Our public policy work covers a wide territory, from infrastructure investment to national security, from regulating online harms to trade and economic policy. Government relations are important to us, and we often contribute to responses to consultations and cross-industry initiatives.

Working with the Regulator
Our main regulatory relationship is with Ofcom in the UK. The main source of Ofcom’s powers and duties is the Communications Act 2003, which gives it general competition powers for the sector and helps it enforce consumer law. We also engage with other regulatory bodies like the Competition and Markets Authority.

Alex Towers
Director of Policy and Public Affairs
BiographyAlex leads BT’s political strategy and its public policy work, both in the UK and around the world. Before joining BT, he was the Director of the BBC Trust- the BBC’s regulator and governing body until 2017. In his earlier career, he was a civil servant at DCMS, where his work on media policy included the 2003 Communications Act, Ofcom’s first review of public service broadcasting and the BBC Charter Review that followed.

Clive Carter
Regulatory Affairs Director, Group and Governance
BiographyClive leads regulatory engagement at BT Group. His team creates and socialises BT's regulatory strategy, overseeing risks and opportunities. Before joining BT, Clive led Ofcom’s Strategy and Policy team, ran Ofcom’s Digital Communications Review, and was responsible for negotiating with BT on the Commitments.

Jonny Bunt
Regulatory Affairs Director, Consumer
BiographyJonny leads regulatory strategy for our Consumer division. Prior to this, he was Pricing and Portfolio Director for BT Consumer. During this time, he led on the implementation of significant regulatory change including BT’s response to Ofcom’s Standalone Fixed Voice Consultation and the Loyalty Penalty super-compliant.
